Duties of Marlboro Treasurer

The Treasurer is elected at Town Meeting to a three-year term and is responsible for:

  • Keeping the town’s financial accounts.
  • Collection of all payments to the Town including fees and property tax payments.
  • Investing money received by the Town (with the approval of the Selectboard).
  • Paying orders drawn on town accounts.
  • Works with the Select Board and with other town officials to ensure that the town
    finances run smoothly.

PROPERTY TAX BILLS

  • Property tax bills are issued in early August each year. Only one bill is issued.
  • PROPERTY OWNERS’ FAILURE TO RECEIVE A TAX BILL DOES NOT RELIEVE THE
    TAXPAYER OF RESPONSIBILITY TO PAY THE TAXES WHEN DUE NOR DOES IT
    RELIEVE THE ADDITION OF PENALTIES AND INTEREST.
  • DUE DATE for property taxes are voted on at the Annual Town Meeting.
  • Payments are due at the Town Clerk/Treasurer’s Office by 4:00 PM on the due date.
  • Only official U.S. Postal Service cancellation marks will be considered as timely postmarks.

PAYMENT

Property taxes not paid in full by the due date will be subject to interest on the unpaid principal at 1% per month for the first three months and 1.5% per month thereafter per 32 V.S.A. §4873.

PAYMENT OPTIONS

  • You can pay property taxes early.
  • Post-dated checks will not be accepted and will be returned to sender. Delinquent penalties and interest will be added if applicable.
  • An insufficient funds check returned by the bank for any reason will cause the payment and receipt to be voided and delinquent penalties could be added if replacement check is received after the property tax due date. An invoice will also be sent to you for the $36 bank fee incurred by the Town for the bounced check.

The Town of Marlboro offers various options for paying your property tax bill:

In person:

  • Personally pay your property taxes at the Town Clerk/Treasurers Office.
  • Address: 510 South Road, Marlboro, VT 05344
  • Hours: Monday – Thursday 9:00-4:00, Tax Day Friday 9:00-4:00.

Town drop box:

  • Leave payments in the 24-hour town drop box located at the left of the Town Hall front door.
  • Payments left in the drop box after 4:00 PM on the due date are considered late and interest and/or penalty will be applied.

Mail:

  • Currently dated checks or money orders made payable to the Town of Marlboro, mailed to PO Box 154, Marlboro, VT  05344-0154.
  • Payments mailed from foreign countries may be paid by check but must be payable in US dollars.
  • Only official U.S.P.S. cancellation marks will be considered timely.

Credit/Debit card:

  • The Town of Marlboro accepts MasterCard, Visa and American Express on our website Bill Payer.

  • A per transaction service fee of 3% will be charged by the payment processing company for this service.
  • This payment must be received by the Treasurer’s Office by 4:00 PM on the tax due date.
  • Call us at (802) 254-2181 and we can process your payment over the phone as well.

E-checks: 

  • The Town of Marlboro accepts electronic payments on our website Bill Payer.

  • A per transaction service fee of $1.50 will be charged by the payment processing company for this service.
  • This payment must be received by the Treasurer’s Office by 4:00 PM on the tax due date.
  • Call us at (802) 254-2181 and we can process your payment over the phone as well.

Online Payment System:

  • Direct debit: Complete the Direct Debit Authorization Agreement form if you want to have your tax payment automatically debited from your checking or savings account on the property
    tax due date.
  • Return the form to the Town Clerk/Treasurer’s Office no later than September 15th to ensure the automatic deduction occurs by the tax due date.
  • A new agreement is NOT needed every year; it will be valid until cancelled by you in writing.

MORTGAGE COMPANY ESCROW PAYMENTS

If your taxes are held in escrow by a mortgage company, you are responsible for providing your
escrow company with all the current information included on your property tax bill.  If you receive a
revised tax bill for any reason it is also your responsibility to inform your Escrow Company of
changes made to your property tax account.

HOMESTEAD DECLARATION/PROPERTY TAX CREDIT

  • Property owners who filed their annual Homestead Declaration with the Vermont Department
    of Taxes may see a property tax adjustment in the form of a credit on their tax bill depending
    on their declared income.
  • The Town is required to apply the credit to your current year’s tax bill and cannot be used for
    delinquent taxes.
  • Carefully review your homestead /nonresidential classification when you receive your property
    tax bill. If it is your primary residence and you believe you have properly filed your HS-122
    Homestead Declaration form with the Vermont Department of Taxes or you expected to receive
    a Vermont State Property Tax Credit and did not, then you should contact the Vermont
    Department of Taxes directly at 802-828-2865 or email tax.individualincome@vermont.gov
  • The absolute deadline they will accept the form is October 15th.

OVERPAYMENTS
Overpayments will be returned to sender unless the property owner communicates differently in writing to the Treasurer at treasurer@marlborovt.us

TRANSFER OF PROPERTY

  • By Vermont law, taxes are levied on the property as it exists for the owner of record on April 1st of each year.
  • Tax bills are mailed to the owner of record to the address on file with the Lister’s Office
  • If your property is sold after April 1st, it is your responsibility to forward the tax bill to the new owner and the new owner’s responsibility to take notice of the due dates.
  • If your property is subdivided after April 1 st  your bill contains taxes due on the entire parcel.  It is your responsibility to make sure the entire tax bill is paid in full for the year.
  • You must contact your attorney for prorated taxes or funds being held in escrow on the sale and/or division of the property as our office does not know what arrangements have been made regarding who is to pay the taxes at the time of transfer.
